Screen Capture with SnagIt
A company called TechSmith makes a software product called Snag It. It was (and presumably still is) the industry leader in Screen Capture Software. This software is NOT cloud based. This is something that is downloaded onto a computer (the old world software model).
They combined the functionality of the Windows Snipping Tool with MS Paint's most basic annotation and shapes tools and from that you get a very powerful screen capture and annotation tool.

This editor interface however also allows you to open up any existing photo on your computer for editing and annotation, and this is what converts this screen capture tool from a screen capture tool into a very powerful business tool.

Cons

- What was once a very fast loading snag window has gotten bloated and it now loads much slower, so much so that I do most of my snagging with the windows snipping tool and then open in snag-it for editing when I want to annotate with MS Paint style tools.
- The interface has gotten bloated and it takes a little while to focus in on things that might be relevant to you.
Competitors
- I have no clue who the competitors are for this from a downloadable software perspective. I have used this for decades. I would need to research those but at this point it's more relevant for me to find a Chrome Browser compatible solution that is similar in nature.
